It is a towing device intended to promote the coupling of the towing vehicle to the towed vehicle in case of emergency. It is a type of mechanical coupling that is normally used by "winch" trucks to provide the displacement of an accident vehicle or one with a mechanical breakdown.
To use the cambon, you must meet the following requirements:
a) meet the same criteria applied to trailers and semi-trailers;
b) the towed motor vehicle does not require registration and licensing, in such a way as to rule out the application of art. 230, item V, of the CTB (MBFT, vol II);
c) the traction vehicle must have traction capacity declared by the manufacturer, under penalty of fine under art. 237 of the CTB (transport with the vehicle in disagreement with the specifications);
d) the towed/semi-towed motor vehicle must be equipped with an adequate lighting and signaling system, either through its original system, electrically connected to the towing vehicle, or through another means that efficiently replaces it (eg. signaling), under penalty of fine of the towed vehicle in art. 230, item IX, XIII, XXII of the CTB, as the case may be (see situations in MPO 094);
e) the tires of the towed/semi-towed motor vehicle that are in contact with the ground must meet the safety requirements established by Res. 558/80 of CONTRAN, under penalty of fine of the towed vehicle in art. 230, item XVIII of the CTB (driving a vehicle in a poor state of repair);
f) the maneuverability of the towed motor vehicle cannot depend on a second driver, under penalty of violation of the towing vehicle in art. 169 of the CTB (driving without the necessary precautions for safety);
h) the driver of the vehicle must be licensed in a category compatible with the PBTC and capacity of the vehicle combination, otherwise he will incur the infraction provided for in art. 162, item III (driving the vehicle with a CNH or PPD of a different category);
i) there is no legal prohibition for transporting people inside a towed/semi-towed vehicle, given that this issue depends on regulation by CONTRAN.
The CTB did not standardize the cambão, it only established it as an infraction in art. 236 the conduct of towing another vehicle with a flexible cable or rope, except in emergency cases. However, it does not apply to the camshaft coupling system.
In the scope of CONTRAN, there is no regulation on the cambão. It is worth noting that Res. 197/06 of CONTRAN regulates the mechanical coupling device for towing (coupling) used in vehicles with PBT of up to 3,500 kg, in such a way that this resolution does not affect the equipment under discussion.
